xamp v3.1.0 3.1.0 includes openssl?

hi everyone..my quiestion is:i installed Xamp v3.1.0 3.1.0 where can i see if includes the openssl?This is a picture from my localhost for understand you what i mean..i hope your help..

sorry my friends my xampp version is 1.8.1 not v3.1.0

it does include openssl (/xampp/apache/bin/openssl.exe and /xampp/apache/bin/openssl.cnf)
